Office spoke to me to-day in connection with the article at 1. He asked whether the 1940 Immigration Control Ordinance had been repealed or if it was still on the books although not operative. From the wording of the Commander-in-Chief's signal of 15th November, 1945, at 7 on 54145/13/45 and the Governor's telegram No. 429 of the 10th March it looks as if the Ordinance has not been repealed but we have no definite information. A copy or telegram No. 429 should go with my compliments to Mr. Coates.

Mr. Coates had been looking into the statement made in the article at 1 that there is no basis for the widespread local belief that unrestricted immigration by the Chinese is a right they enjoy by treaty. He confirms that the position is as stated in the article.
